Our team has an opening for the following positions:
(A) EXECUTIVE OFFICER (PROGRAMME DEVELOPMENT)
You will assist in the operations of the Programme Development section of NYC. This includes conceptualising, designing, monitoring, evaluating and rolling out preventive, developmental or rehabilitative youth programmes and services that deal with different groups of youths in Singapore.
- Provide secretariat and administrative support to the National Committee on Youth Guidance and Rehabilitation (NYGR) and/or National Youth Mentoring Steering Committee (NYMSC).
- Work closely with Voluntary Welfare Organisations (VWOs), Youth Organisations (YOs), other government bodies and community-based organisations to pilot new programmes for youths.
- Develop and implement other initiatives of the NYGR and NYMSC.
- Maintain the NYGR/ NYMSC website through periodic updates and periodical revamp.
- Establish strong working relationships with YOs/VWOs.
- Be up to date on youth issues and programmes.
- Conceptualise and draft papers/ proposals on programmes and schemes targeted at youths or youth developers.
- Develop and test/pilot new programmes for different segments of youths.
- Monitor and evaluate test-bedded/ piloted programmes using tools develop by the Resource Development section. To fine-tune and identify gaps in test-bed/ pilot programmes for improvement before actual roll out.
- Evaluate and recommend improvements to existing programmes.
- Compile and draft papers, reports and budgets for projects.
For the postion
You should possess:
- A good university degree in social work, psychology, management or other relevant disciplines.
- Be able to think strategically and creatively, possess strong analytical, writing, project management skills with a keen eye for details.
- Possess excellent communication and interpersonal skills and be able to work well with people from all levels.
- Knowledge on programme design and evaluation would be advantageous.
- Ability to conceptualise as well as work well both strategically and operationally.

(B)
EXECUTIVE OFFICER (FUNDING)
You will assist Head (Funding) in planning, managing and administering all funds by NYC as the means to achieve NYC’s strategic/desired outcomes of Inspired and Committed Youth and a vibrant and highly connected youth sector.
- To assist Head (Funding) in planning, managing and implementing national youth funding schemes.
- Administer all funds under NYC to achieve Youth Sector Development (YSD) and Youth Development & Engagement (YD&E) outcomes, which includes assessing and proposing disbursements of grants, monitoring progress of fund recipients, and compiling periodic reports on the funds.
- Attend to all public queries pertaining to NYC funding schemes.
- Liaise and communicate with funding applicants and beneficiaries on their proposals, budgets, reports, statements of accounts etc.
- Track and monitor that fund recipients meet deliverables, outputs and outcomes of their proposals.
- Perform programme audits on fund recipients to ensure these are carried out in accordance with approved proposals.
- Compile and draft papers, reports and budgets to management and relevant authorities on fund management matters.
- Write concept papers and proposals on funding schemes, e.g. streamlining of funds and processes.
- Work with fund approving authorities to ensure proper governance of funds.
- Ensure proper budget allocation for funds.
- Provide the secretariat and administrative support to the National Youth Endowment Fund (NYEF) Advisory Committee.
For the postion
You should possess:
- A good university degree in any discipline with at least 2 years working experience in a related field.

(C)
EXECUTIVE OFFICER (NATIONAL YOUTH PROGRAMMES)
You will manage and implement all operational details (such as, but not limited to, recruitment, coordinate trainings, develop structures and procedures and market the programmes to the community) of the various youth empowerment and engagement programmes and events such as (but not limited to) Young ChangeMakers, Shine, National Youth Forum, Youth Expedition Project, Campus Changemaker, In-bound Exchange Programmes etc.
- Oversee all administration of assigned youth programme/events including financial matters. Propose, develop, enhance and implement initiatives such as (but not limited to) networking sessions, workshops, changemaker conference etc. for stakeholders e.g. youths, expedition leaders, teachers and partners, and assist Head to develop partnerships with local organisations and institutions to achieve the targets of the various youth programmes/events.
- Recruit and coordinate trainings for youths involved in the programme/events.
- Develop partnerships with local organisations and institutions to market the various youth programmes/events.
- Actively publicise youth philanthropy and activism to its constituencies.
- Compile and draft papers, reports and budgets for projects and meetings.
- Plan and organise events to showcase youth philanthropy and activism.
- Propose and implement the most appropriate methods for dissemination of good case studies, including publications.
- Propose, develop, enhance and provide content updates to the relevant websites, on-and-off-line resources.
- Actively publicise programmes/events through road shows or marketing activities to increase buy-in from local organisations and institutions to adopt/participate in the programmes/events.
- Establish a community of practice with retiring and current youths involved in the various youth programmes and galvanise continued participation through physical and online activities.
- Keep up to date with latest international research on youth philanthropy, and youth activism, and disseminate synopses of know-how to keep management apprised.
- Manage volunteers and enhance the volunteers management system. Establish a community of practice with retiring and current youths involved in the programmes and galvanise continued participation through physical and online activities.
For the postion
You should possess:
- A good university degree in project management, marketing or related disciplines. Relevant working experience in community or youth-related organizations will be preferred.

EXECUTIVE OFFICER (CORPORATE SERVICES)
You will provide administrative support to NYC on finance, registry, purchasing, IT support and office management.
- Provide administrative support to NYC on financial payments, and other operational support functions.
- Assist in the setting up and implementation of financial operational procedures for organisation-wide implementation.
- Assist in the financial systems and procedures to ensure accuracy and adherence to regulations, including monitoring expenditures and maximising budget utilisation, and ensuring accountability, integrity, accuracy and transparency of financial transactions.
- Assist in other functions within the Corporate Services section whenever required.
- Assist other sections within PA and NYC in projects and activities.
- Provide secretariat support for the Singapore Youth Award at the Advisory Committee level.
- Participate in ExCEL initiatives such as Work Improvement Teams (WITs) and Staff Suggestion Schemes (SSS).
- Contributes articles to NYC Times and other publications.
For the postion
You should possess:
- A good university degree in Accountancy with at least 2 years working experience in Accounting.
- Possess excellent writing, communication and project management skills.
- Possess a keen eye for details.
- Familiar with government instruction manuals and financial circulars.
- Working knowledge of SAP and other civil-service wide systems.

EXECUTIVE OFFICER (SECTOR DEVELOPMENT)
You will assist Head (Sector Development) to develop and implement the Youth Sector Development (YSD) framework and strategies in line with NYC’s mission to be the Advocate, Connector and Enabler (ACE) for youth. This includes putting in place the infrastructure, guidelines, standards, systems, processes, manpower development framework and other essentials to help build sustainable youth sector organisations in order to achieve a vibrant, highly connected and self-sustaining youth sector.
- Develop, plan, coordinate, implement, monitor and review the Youth Sector Development framework, strategies and initiatives for a vibrant, highly connected and self-sustaining youth sector.
- Collate, customize and disseminate relevant tools, resources, research, information and intelligence that will be useful for youth sector planning and development, and disseminate appropriate information to enhance the knowledge of the youth sector.
- Map out and monitor the youth sector to identify the needs and gaps in terms of governance, management systems, manpower development, resource and fund allocation, evaluation and monitoring, and maintenance of quality standards.
- Enhance the professionalisation of the youth sector through certification, assessment, accreditation and training of youth workers, volunteers, organizations and programmes within a manpower development framework.
- Develop the engagement strategies for YSOs, including customer relationship managers for key YSOs or centres of specialization that could assist NYC in sector development work.
- Develop appropriate platforms and partnerships with the people, public and private sector to achieve YSD goals.
- Enhance the capability of NYC to do sector development work by importing or building relevant expertise from other industries or overseas.
- Provide inputs for the development of resources including outcome funding support for quality programming and scaling of good programs, as well as sector development including support of centres of specialization for youth development.
- Keep up to date with the latest in youth sector development trends, and grow the youth sector to be the leading youth sector in the region. Build NYC as a focal point for referrals to subject matter experts and resources on youth development and youth sector development.
- Provide secretariat support to NYC’s strategic planning initiatives, including administration of the Balanced Scorecard KPIs and other performance measures, and the conduct of the annual Work Plan Seminar.
For the postion
You should possess:
- A good university degree in Social Sciences, Nonprofit Management, Business Management or related disciplines and at least 2 years working experience in nonprofit or government agencies involved in sector development and planning.

HEAD (SECTOR DEVELOPMENT)
You will assist Assistant Director (Sector Development)to develop and oversee the implementation of the Youth Sector Development (YSD) framework and strategies in line with NYC’s mission to be the Advocate, Connector and Enabler (ACE) for youth. This includes putting in place the infrastructure, guidelines, standards, systems, processes, manpower development framework and other essentials to help build sustainable youth sector organizations, in order to achieve a vibrant, highly connected and self-sustaining youth sector.
- Supervise and guide staff in developing, managing and reviewing organization-wide youth sector development strategies to identify and fill gaps in the sector, and to grow the youth sector organizations (YSOs) from informal groups to young start-ups to mature organizations, and to appoint potential YSOs as sector developers for a multiplier effect.
- Supervise and guide staff in working with partners to develop standards and guidelines, collate and disseminate best practices, coordinate training and management briefings, to build the capacity of youth sector for sustainable local youth development efforts.
- Supervise and guide staff in coordinating with other sections in NYC to develop programmes, funding schemes, information resources, and stakeholder management systems to further the youth sector.
- Supervise and guide staff in planning, implementing and managing programmes, projects, and events for youth development and youth sector development, including dialogues, consultations, networking forums and conferences.
- Supervise and guide staff in corporate planning, including the conduct of the annual workplan for NYC, collation and analysis of key performance indicators, and compilation and presentation of management reports to different stakeholders.
- Submit papers, reports and budgets on section’s initiatives.
- Formulate, implement and review work plans for the section.
For the postion
In addition to the above-stated requirements for Executive Officer (Sector Development), you should possess:
- Possess at least 4 years working experience in nonprofit or government agencies involved in sector development and at least 2 years in a supervisory role.
- Be able to manage multiple projects and initiatives.
- Possess strong leadership qualities and be able to motivate and effectively develop the team.
